Responsibility for Monitoring &
Evaluation
The program will be monitored and evaluated
by both RPC and the Government partners. Donors will also be free to monitor
and evaluate the program progress whenever required. Social workers of the
project will be responsible for ongoing daily activities of the program at both
Drop-In-Centers. Weekly staff meetings chaired by the Program coordinator at
both Centers will be conducted to monitor and supervise the planned activities
and to provide on-going supervision and support on a weekly basis. RPC head
office will also conduct monthly supervision and regular visits by the Managing
Director, Project Officer and Head of Finance & Administration. RPC board also
monitors and evaluates the overall program on quarterly basis.
Government partners will be free to conduct
regular supervision visits to the program as well as participating in formal
evaluations at the end of each yearly and at the end of the four year period.
RPC's street and orphan children’s program will be closely aligned with the
Labour & Social Affairs Bureau Plan of Action for Street Children. The Labour &
Social Affairs Bureau will provide advisory support and will also participate in
the monitoring and supervision of the project.
Responsibility for Reporting
RPC's Program Support Unit staff will be
responsible for compiling the data at the Drop-In Centre level and reporting to
the Head Office on a monthly basis. Quarterly, mid term and annual narrative
activity and financial reports will be prepared for the Donors (according to
their criteria) and Ethiopian Government partners in their reporting format.
A detailed activity and financial plan of
action/operation will be prepared by RPC staff for submission to the Government
partners on a yearly basis. Quarterly reports will indicate the achievement of
the project for that quarter based on the annual plan. An audit of the accounts
and financial controlling system will be conducted annually. The audit report
will be submitted to the relevant parties annually.
Sustainability
The community will be involved in the
planning and design of this program. Awareness workshops will be organized by
RPC staff with different groups from the community including Kebele committee
representatives, school teachers, youth and women’s association, police and
Woreda administration representatives and religious leaders. Recommendations
and suggestions will be given at these workshops have helped RPC to design this
program. The community around the Kebele 01-04 and 18 Drop-In Centre has had
regular contact with RPC staff over the past years. The advocacy component of
the program will focus attention on social mobilization and lobbying of the
various sectors of the community to accept responsibility for the street and
orphan children and to contribute towards the rehabilitation of these children.
Community committees have been established in Evangelical Churches Fellowship of
Nazareth they have specific responsibility for liaising with RPC on all issues
such as community involvement, participation and sustainability. These Board of
Directors have meeting on a quarterly basis with RPC staff to discuss the
project's progress and performance. |
